{"id":614,"date":"2009-07-06T14:04:41","date_gmt":"2009-07-06T08:34:41","guid":{"rendered":"http:\/\/mohamediqbalp.wordpress.com\/2009\/07\/06\/africom%e2%80%99s-covert-war-in-sudan\/"},"modified":"2009-07-06T14:04:41","modified_gmt":"2009-07-06T08:34:41","slug":"africoms-covert-war-in-sudan","status":"publish","type":"post","link":"https:\/\/venusimportexport.com\/wordpress\/index.php\/2009\/07\/06\/africoms-covert-war-in-sudan\/","title":{"rendered":"Africom\u2019s Covert War in Sudan"},"content":{"rendered":"<div class=\"postFull\" id=\"post-7102\">\n<h1 class=\"title\">Africom\u2019s Covert War in Sudan<\/h1>\n<p class=\"byline\">by Keith Harmon Snow \/ March 6th, 2009<\/p>\n<div class=\"entry\">\n<p>I<br \/>\nrecently received a phone call from an Australian man who identified<br \/>\nhimself as an investigator for the prosecutor at the International<br \/>\nCriminal Court (ICC) at the Hague, Netherlands. The investigator and<br \/>\nhis colleague had read my story, \u201c<a href=\"http:\/\/www.dissidentvoice.org\/2008\/12\/merchants-of-death-exposing-corporate-financed-holocaust-in-africa\/\">Merchant\u2019s of Death: Exposing Corporate Financed Holocaust in Africa<\/a>,\u201d<br \/>\nand wanted my cooperation to provide more detailed evidence about the<br \/>\nwarlords behind the massacres at Bogoro, Congo, described briefly in my<br \/>\nstory.<\/p>\n<p>After some weeks of back and forth discussions and me revisiting<br \/>\nnotes and photos to see what I had, I sent them an e-mail at the<br \/>\ndefinitive moment when they were hoping to receive a brief \u201cdossier\u201d<br \/>\nabout the specific case \u2014 which they said \u201chad generated a lot of<br \/>\ninterest\u201d at the ICC \u2014 and I shared my uncertainty about the ethics of<br \/>\ncollaborating with an \u201cInternational Criminal Court\u201d that was only<br \/>\nindicting black Africans. I indicated my concern for the witness<br \/>\n\u2018Sandrine,\u2019 a young girl discussed in my story who named names of<br \/>\ncommanders, dates of executions, and who herself used a machete in an<br \/>\nethnic massacre and was raped by militiamen. I noted that witnesses<br \/>\nidentified for the Rwandan Tribunal (ICTR) had been murdered or<br \/>\nmysteriously disappeared, and noted my awareness of the injustice of<br \/>\nthe Tribunals for Yugoslavia and Rwanda, and the disconcerting<br \/>\ntrajectory of the ICC.<\/p>\n<p>I told them I couldn\u2019t in good conscience help them, it seemed,<br \/>\nuntil the ICC arrested some of the white-collar war criminals running<br \/>\nloose around the world. It was the right decision, in light of the<br \/>\nrecent ICC indictments against another black man, and an Arab at that.<br \/>\nIt was a very stupid career move, some one else remarked.<\/p>\n<p>On 4 March 2009 the ICC prosecutors announced that they were at last<br \/>\nissuing the long-threatened but first ever indictments against a<br \/>\nsitting head of state, Omar al-Bashir, the Arab President of Sudan.<br \/>\nMeanwhile, Somali \u2018pirates\u2019 off East Africa recently freed a Ukrainian<br \/>\nship with a Panamanian registration, a Ukrainian crew and flag of<br \/>\nBelize. The freighter carried tanks, rockets and munitions destined for<br \/>\nDarfur, and is owned by an Israeli \u2018businessman\u2019 and reputed MOSSAD<br \/>\noperative named Vadim Alperin.<\/p>\n<p>It is difficult to make sense of the war in Darfur \u2014 especially when<br \/>\npeople see it as a one-sided \u201cgenocide\u201d of Arabs against blacks that is<br \/>\nbeing committed by the Bashir \u2018regime\u2019 \u2014 but such is the establishment<br \/>\npropaganda. The real story is much more expansive, more complex, and it<br \/>\nrevolves around some relatively unknown but shady characters. What<br \/>\nfollows is a short and imperfect summary of some of the deeper<br \/>\ngeopolitical realities behind the struggle for Sudan.<\/p>\n<p><strong>THE POLITICS OF WAR CRIMES<\/strong><\/p>\n<p>First note that the ICC can now be viewed as a tool of hegemonic<br \/>\nU.S. foreign policy, where the weapons deployed by the U.S. and its<br \/>\nallies include the accusations of, and indictments for, human rights<br \/>\nviolations, war crimes and crimes against humanity. To understand this,<br \/>\nwe can ask why no white man has yet been charged with these or other<br \/>\noffenses at the ICC, which now holds five black African \u201cwarlords\u201d and<br \/>\nseeks to incarcerate and bring to trial another black man, also an<br \/>\nArab, Omar Bashir. Why hasn\u2019t George W. Bush been indicted? Or what<br \/>\nabout Donald Rumsfeld? Dick Cheney? Henry Kissinger? Ehud Olmert? Tony<br \/>\nBlair? Vadim Alperin? John Bredenkamp?<\/p>\n<p>Following on the heels of the announcement that the ICC handed down<br \/>\nseven war crimes charges against al-Bashir, a story broadcast over all<br \/>\nthe Western media system and into every American living room by day\u2019s<br \/>\nend, President al-Bashir ordered the expulsion of ten international<br \/>\nnon-governmental organizations (NGOs) operating in Darfur under the<br \/>\npretense of being purely \u2018humanitarian\u2019 organizations.<\/p>\n<p>What has not been reported anywhere in the English press is that the<br \/>\nUnited States of America has just stepped up its ongoing war for<br \/>\ncontrol of Sudan and her resources: petroleum, copper, gold, uranium,<br \/>\nfertile plantation lands for sugar and gum Arabic (essential to Coke,<br \/>\nPepsi and Ben &amp; Jerry\u2019s ice cream). This war has been playing out<br \/>\non the ground in Darfur through so-called \u2018humanitarian\u2019 NGOs, private<br \/>\nmilitary companies, \u2018peacekeeping\u2019 operations and covert military<br \/>\noperations backed by the U.S. and its closest allies.<\/p>\n<p>However, the U.S. war for Sudan has always revolved around<br \/>\n\u2018humanitarian\u2019 operations \u2014 purportedly neutral and presumably<br \/>\nconcerned only about protecting innocent human lives \u2014 that often<br \/>\nprovide cover for clandestine destabilizing activities and<br \/>\ninterventions.<\/p>\n<p>Americans need to recognize that the Administration of President<br \/>\nBarack Obama has begun to step up the war for control of Sudan in<br \/>\nkeeping with the permanent warfare agenda of both Republicans and<br \/>\nDemocrats. The current destabilization of Sudan mirrors the illegal<br \/>\ncovert guerrilla war carried out in Rwanda \u2014 also launched and supplied<br \/>\nfrom Uganda \u2014 from October 1990 to July 1994. The Rwandan Defense<br \/>\nForces (then called the Rwandan Patriotic Army) led by Major General<br \/>\nPaul Kagame achieved the U.S. objective of a coup d\u2019etat in Rwanda<br \/>\nthrough that campaign, and President Kagame has been a key interlocutor<br \/>\nin the covert warfare underway in Darfur, Sudan.<\/p>\n<p>During the Presidency of George W. Bush, the U.S. Government was<br \/>\ninvolved with the intelligence apparatus of the Government of Sudan<br \/>\n(GoS). At the same time, other U.S. political and corporate factions<br \/>\nwere pressing for a declaration of genocide against the GoS. Now, given<br \/>\nthe shift of power and the appointment of top Clinton officials<br \/>\nformerly involved in covert operations in Rwanda, Uganda, Congo and<br \/>\nSudan during the Clinton years, pressure has been applied to heighten<br \/>\nthe campaign to destabilize the GoS, portrayed as a \u2018terrorist\u2019 Arab<br \/>\nregime, but an entity operating outside the U.S.-controlled banking<br \/>\nsystem. The former campaign saw overt military action with the U.S.<br \/>\nmilitary missile attacks against the Al-Shifa Pharmaceutical factory in<br \/>\nSudan (1998); this was an international war crime by the Clinton<br \/>\nAdministration and it involved officials now in power.<\/p>\n<p>The complex geopolitical struggle to control Sudan manifests through<br \/>\nthe flashpoint war for Darfur and it involves such diverse factions as<br \/>\nthe Lord\u2019s Resistance Army, backed by Khartoum, which is also connected<br \/>\nto the wars in the Congo and northern Uganda. Chad is involved, Eritrea<br \/>\nand Ethiopia, Germany, the Central African Republic, Libya, France,<br \/>\nIsrael, China, Taiwan, South Africa and Rwanda. There are U.S. special<br \/>\nforces on the ground in the frontline states of Chad, Uganda, Ethiopia,<br \/>\nKenya, and the big questions are: [1] How many of the killings are<br \/>\nbeing committed by U.S. proxy forces and blamed on al-Bashir and the<br \/>\nGoS? And [2] who funds, arms and trains the rebel insurgents<\/p>\n<p><strong>UNITED STATES AGENCY FOR INTERNATIONAL DEVASTATION<\/strong><\/p>\n<p>Rebels? Insurgents? The drumbeat of western propaganda portrays the<br \/>\nconflict as a one-sided affair: a \u201cgenocidal counter-insurgency by the<br \/>\nGoS\u201d \u2014 in the words of Eric Reeves \u2014 versus the good Samaritans of the<br \/>\n\u2018humanitarian\u2019 NGO community . . . and throw in a few (non-descript)<br \/>\nrebels.<\/p>\n<p>\u201cSudan ordered at least 10 humanitarian groups expelled from Darfur<br \/>\non Wednesday after the International Criminal Court issued an arrest<br \/>\nwarrant for the country\u2019s president,\u201d wrote Associated Press reporter<br \/>\nEllen M. Lederer. \u201cSecretary-General Ban Ki-moon said the action<br \/>\n\u2018represents a serious setback to lifesaving operations in Darfur\u2019 and<br \/>\nurged Sudan to reverse its decision, U.N. deputy spokeswoman Marie<br \/>\nOkabe said.\u201d<\/p>\n<p>However, when Ban Ki-moon met with Rwandan strongman Paul Kagame<br \/>\nrecently, he never called for Kagame\u2019s arrest, no matter the findings<br \/>\nof two international courts of law that have issued indictments against<br \/>\ntop RPA officials. Instead Ban Ki-moon praised Kagame and called for<br \/>\nAfrican countries to hunt down and arrest Hutu people purportedly<br \/>\ninvolved in the now specious \u2018genocide\u2019 in Rwanda in 1994.<\/p>\n<p>The non-governmental aid groups ordered out of Darfur by President<br \/>\nal-Bashir on March 4 were Oxfam, CARE, MSF-Holland, Mercy Corps, Save<br \/>\nthe Children, the Norwegian Refugee Council, the International Rescue<br \/>\nCommittee, Action Contre la Faim, Solidarites and CHF International.<\/p>\n<p>Of course, the western media is all over the expulsion of any big<br \/>\n\u2018humanitarian\u2019 moneymaker from Darfur \u2014 the moral outrage is so thick<br \/>\nyou can almost wipe it. The NGOs and the press that peddles their<br \/>\nimages of suffering babes complain that hundreds of thousands of<br \/>\ninnocent refugees will now be subjected to massive unassisted suffering<br \/>\n\u2014 as opposed to the assisted suffering they previously faced \u2014 but<br \/>\nnever asks with any serious and honest zeal, why and how the displaced<br \/>\npersons and refugees came to be displaced or homeless to begin with.<br \/>\nNeither do they ask about all the money, intelligence sharing, deal<br \/>\nmaking, and collaboration with private or governmental military<br \/>\nagencies.<\/p>\n<p>Large \u2018humanitarian\u2019 NGOs (and \u2018conservation\u2019 NGOs) operate as <em>de facto<\/em><br \/>\nmultinational corporations revolving around massive private profits and<br \/>\nhuman suffering. In places like the Democratic Republic of Congo,<br \/>\nUganda and Darfur these NGOs also provide infrastructure, logistical<br \/>\nand intelligence collaboration that supports U.S. military and<br \/>\ngovernment agendas in the region. Most are aligned with big<br \/>\nfoundations, corporate sponsors and USAID \u2014 itself a close and<br \/>\nlong-time partner for interventions with AFRICOM and the Pentagon.<\/p>\n<p>Refugees and displaced populations are strategic tools of statecraft<br \/>\nand foreign policy, just as \u2018humanitarian\u2019 NGOs consistently use food<br \/>\nas a weapon and populations as human shields. The history of the U.S.<br \/>\ncovert war in South Sudan is rich with examples of the SPLA and its<br \/>\n\u2018humanitarian\u2019 partners, especially Christian \u2018charities\u2019, committing<br \/>\nsuch war crimes and crimes against humanity.<sup><a href=\"http:\/\/dissidentvoice.org\/2009\/03\/africoms-covert-war-in-sudan\/#footnote_0_7102\" id=\"identifier_0_7102\" class=\"footnote-link footnote-identifier-link\" title=\"See: keith harmon snow, \u201cOil in Darfur? Special Ops in Somalia?\u201d Global Research, 7 February 2007.\">1<\/a><\/sup> <\/p>\n<p>CARE International has received funding from Lockheed Martin<br \/>\nCorporation, the world\u2019s largest and most secretive producer of weapons<br \/>\nof mass destruction, and both CARE and Save the Children are tied up<br \/>\nwith weapons and extractive industries in other ways. A peek at the<br \/>\nboard of directors of Save the Children makes it clear why the U.S.<br \/>\nmedia is so devoid of truth about Darfur. Similarly, the International<br \/>\nRescue Committee does not work with refugees, per se, but serves as a<br \/>\npolicy and pressure group involved in funneling private profits from<br \/>\nthe west back to the west. The IRC has also been cited for involvement<br \/>\nin military operations in the Democratic Republic of Congo and it has<br \/>\ndeep ties to people like Henry Kissinger.<\/p>\n<p>The AID (read: misery) industry in Sudan was by the mid-1990s the<br \/>\nlargest so-called \u2018humanitarian\u2019 enterprise on the planet, Operation<br \/>\nLifeline Sudan (OLS) \u2014 a form of managed inequality and a temporary and<br \/>\nmobile economy of white privilege, adventurism and, of course, good<br \/>\nwill (sic). The misery industry shifted its focus from South Sudan to<br \/>\nDarfur after a pseudo peace \u2018treaty\u2019 was organized to end the decades<br \/>\nold war between the SPLA and GoS; the U.S. and Israel backed the SPLA<br \/>\nfrom 1990 onward, and continue to do so at present. The result of more<br \/>\nthan 12 years of illegal U.S. covert low-intensity warfare in Sudan<br \/>\nresulted in the creation of the independent and sovereign state of<br \/>\nSouth Sudan in circa 2005 \u2014 a state dominated by Jewish and Christian<br \/>\nfaith-based interests and western multinational corporations.<\/p>\n<p>Much of the AID infrastructure in Sudan has at one time or another<br \/>\nbeen used as a weapon through the use of human shields, food deliveries<br \/>\nto refugee populations inseparable from insurgents, and shipments of<br \/>\nweapons by \u2018humanitarian\u2019 NGOs. This is both incidental and deliberate<br \/>\npolicy. Christian \u2018relief\u2019 NGOs played a huge role in supporting the<br \/>\ncovert western insurgency in South Sudan. One notable \u2018humanitarian\u2019<br \/>\nNGO involved in weapons deliveries was the Norwegian People\u2019s Aid<br \/>\n(known affectionately in the field as the Norwegian People\u2019s Army).<\/p>\n<p>In Darfur, Sudan, the U.S. government agenda is to win control of<br \/>\nnatural resources and leverage the Arab government into a corner and,<br \/>\nat last, establish a more \u2018friendly\u2019 government that will suit the<br \/>\ncorporate interests of the United States, Canada, Europe, Australia and<br \/>\nIsrael.<\/p>\n<p>Several major think tanks \u2014 read: propaganda, lobbying and pressure<br \/>\n\u2014 behind the destabilization of Sudan include the Foundation for the<br \/>\nDefense of Democracy, Center for American Progress, Center for Security<br \/>\nPolicy, International Rescue Committee and International Crises Group.<br \/>\nIndividuals from seemingly diverse positions of the political and<br \/>\nideological spectrum run these organizations, which are<br \/>\nultra-nationalist capitalist organizations bent on global<br \/>\nmilitary-economic domination.<\/p>\n<p>The former Clinton officials most heavily focused on the<br \/>\ndestabilization of Sudan include: Susan Rice, Madeleine Albright, Roger<br \/>\nWinter, Prudence Bushnell, Hillary Clinton, John Podesta, Anthony Lake<br \/>\nand John Prendergast. Carr Center for Human Rights co-founder Samantha<br \/>\nPower, now on the Obama National Security Council, has helped to<br \/>\nwhitewash clandestine U.S. involvement in Sudan.<\/p>\n<p>John Prendergast has continued to peddle disinformation disguised as<br \/>\npolicy and human rights concerns through the International Crisis Group<br \/>\n(ICG), and through its many clone organizations like ENOUGH, ONE and<br \/>\nRAISE HOPE FOR CONGO. Prendergast has been a pivotal agent behind the<br \/>\nhi-jacking of U.S. public concern and action through the disingenuous<br \/>\n(and discredited) SAVE DARFUR movement.<\/p>\n<p>Other notable agents of disinformation on Sudan include Alex de Waal<br \/>\nand Smith College Professor Eric Reeves. It is through these and other<br \/>\nconduits to the corporate U.S. media that the story of \u2018genocide\u2019 in<br \/>\nSudan is cast as an Africa-Arab affair devoid of western interests.<\/p>\n<p>In 1992, human rights researchers Rakiya Omaar and Alex de Waal<br \/>\nestablished the London-based NGO African Rights. In August 1995,<br \/>\nAfrican Rights published <em>Rwanda: Death, Despair and Defiance<\/em>,<br \/>\none of many pivotal \u2018human rights\u2019 reports that falsely represented<br \/>\nevents in Rwanda, set the stage for victor\u2019s justice at the<br \/>\nInternational Criminal Tribunal on Rwanda, and began the process of<br \/>\ndehumanizing millions of Hutu people and protecting the true<br \/>\nterrorists: Yoweri Museveni, Paul Kagame, the Rwandan Patriotic Army,<br \/>\nand their western backers.<\/p>\n<p><strong>THE MAN FOR A NEW SUDAN<\/strong><\/p>\n<p>The pivotal intelligence asset working on the ground in Sudan to<br \/>\ndestabilize and overthrow the Government of Sudan (GoS) is Roger<br \/>\nWinter, profiled very disingenuously in the seven-page <em>New York Times Magazine<\/em> feature story of 15 June 2008.<\/p>\n<p>Interestingly, \u201cThe Man For A New Sudan\u201d story, an establishment<br \/>\nwhitewash of the involvement of the U.S. military-intelligence<br \/>\nestablishment in Sudan, was written by Eliza Griswold, a \u2018Fellow\u2019 with<br \/>\nthe New America Foundation, a left-leaning think tank and pressure<br \/>\ngroup with a very confused ideological but nationalist-militaristic<br \/>\nposition. (The NAF is obviously dependent on U.S. foundation funding,<br \/>\nand it reveals no apparent policy formulations of substance on the<br \/>\nGreat Lakes or Horn of Africa, conflicts for which they remain<br \/>\ncompletely silent).<\/p>\n<p>\u201cWhen Roger Winter\u2019s single-engine Cessna Caravan touched down near<br \/>\nthe Sudanese town of Abyei on Easter morning, a crowd of desperate men<br \/>\nswamped the plane,\u201d Griswold wrote. \u201cSome came running over the rough<br \/>\nred airstrip. Others crammed into a microbus that barreled toward the<br \/>\n65-year-old Winter as he climbed down the plane\u2019s silver ladder. Some<br \/>\nSudanese call Winter \u2018uncle\u2019; others call him \u2018commander\u2019.\u201d<\/p>\n<p>Winter\u2019s special post at the State Department was created<br \/>\nspecifically for him and his \u2018work\u2019 in Sudan. Why do Sudanese people in<br \/>\nSouth Sudan call Roger Winter \u2018commander\u2019?<\/p>\n<p>Roger Winter is the primary conduit for the ongoing covert<br \/>\ndestabilization of Sudan. His operations are run primarily out of<br \/>\nUganda, with the terrorist government of Yoweri Museveni providing<br \/>\nsupport through the Uganda People\u2019s Defense Forces (UPDF) alliance with<br \/>\nthe Sudan People\u2019s Liberation Army (SPLA).<\/p>\n<p>The SPLA is the <em>de facto<\/em> backbone of the Sudan Liberation<br \/>\nArmy, one of the main so-called \u2018rebel\u2019 factions involved in Darfur;<br \/>\nthe SPLA provides military and logistics support to Uganda from the<br \/>\nPentagon through unknown channels, but most likely involving the nearby<br \/>\nPentagon client states of Ethiopia, Kenya, Tanzania, Chad and Eritrea.<\/p>\n<p>The primary Ugandan agents supporting the U.S. war in Darfur have<br \/>\nalways been, and remain, Brigadier General James Kazini, a nephew of<br \/>\nUgandan dictator Museveni and the chief of staff of the Ugandan<br \/>\nPeople\u2019s Defense Forces (UPDF); General Salim Saleh, half-brother of<br \/>\nMuseveni; and President Yoweri Museveni himself.<\/p>\n<p>One of the main protagonists in the Darfur conflict is the current<br \/>\nmilitary regime in Rwanda, whose troops have been involved in Darfur<br \/>\nunder the guise of an \u2018independent\u2019 and \u2018peacekeeping\u2019 operation under<br \/>\nthe African Union \u2018peacekeeping\u2019 umbrella \u2014 back by NATO and private<br \/>\nmilitary companies.<\/p>\n<p>Little known and widely misunderstood is the role of the United<br \/>\nStates and its proxies, the UPDF and the RPA, in committing massive<br \/>\ncrimes against humanity, war crimes and genocide during the Rwandan<br \/>\nconflagration from 1990 to 1994. Prior to the RPA invasion of Rwanda<br \/>\n(from Uganda) in October 1990, the RPA and Rwandan Tutsi Diaspora had<br \/>\npublications like <em>Impuruza<\/em> published in the United States<br \/>\nbetween 1984 and 1994 (when the RPA achieved the coup d\u2019etat against<br \/>\nRwandan President Habyarimana). Tutsi refugees joined Roger Winter, who<br \/>\nwas at the time the Director of the United States Committee for<br \/>\nRefugees, to help fund the publication. The editor, Alexander Kimenyi,<br \/>\nis a Rwandan national and a professor at California State University.<br \/>\nLike most RPA publications <em>Impuruza<\/em> circulated clandestinely in Rwanda amongst Hutu and Tutsi elite and it peddled a genocidal ideology against Hutu people.<\/p>\n<p>The Association of Banyarwanda in Diaspora USA, assisted by Roger<br \/>\nWinter, organized the International Conference on the Status of<br \/>\nBanyarwanda [Tutsi] Refugees in Washington, DC in 1988, and this is<br \/>\nwhere a military solution to the Tutsi problem was chosen. The U.S.<br \/>\nCommittee for Refugees reportedly provided accommodation and<br \/>\ntransportation.<\/p>\n<p><strong>THE DEVIL CAME IN A HELIOCOPTER<\/strong><\/p>\n<p>Roger Winter was one of the primary architects of the RPA guerrilla<br \/>\nwar, organized from Washington in 1989, that has led to the loss of<br \/>\nmore than ten or twelve million lives in the Great Lakes of Africa<br \/>\nsince 1990. Winter acted as a spokesman for the RPF and their allies,<br \/>\nand he appeared as a guest on major U.S. television networks such as<br \/>\nPBS and CNN. <em>New Yorker<\/em> writer Philip Gourevitch and Roger Winter made contacts on behalf of the RPA with American media, particularly the <em>Washington Post<\/em>, <em>New York Times<\/em> and <em>Time<\/em> magazine.<\/p>\n<p>Roger Winter moved through Rwanda during the RPA invasion and worked<br \/>\nthe front lines of the covert war as a key Pentagon and U.S. State<br \/>\nDepartment asset in collaboration with the Kagame-RPA operation of<br \/>\nterror. From 1990 to 1994, Winter traveled back and forth from the<br \/>\nRPA-controlled zone to Washington D.C., where he briefed and<br \/>\ncoordinated activities and support with U.S. military, intelligence and<br \/>\ngovernment officials.<\/p>\n<p>Roger Winter is intimate with USAID, and is a long-time ally of<br \/>\nSusan Rice, former Assistant Secretary of State on African Affairs<br \/>\n(1997-2001), Special Assistant to President Clinton (1995-1997), and<br \/>\nNational Security Council insider (1993-1997). Susan Rice is the Obama<br \/>\nAdministration\u2019s Ambassador to the United Nations and staunch enemy of<br \/>\nOmar al-Bashir.<\/p>\n<p>Roger Winter is also a staunch supporter of U.S. Rep. Donald Payne,<br \/>\none of the leading U.S. Democrats pressing for action to \u201cstop<br \/>\ngenocide\u201d in Darfur, Sudan. Payne sponsored the Darfur Genocide<br \/>\nAccountability Act and was arrested in June 2001, along with John<br \/>\nEibner, director of Christian Solidarity International, for protesting<br \/>\nagainst the GoS.<\/p>\n<p>Christian Solidarity International has a very subversive<br \/>\nrelationship to \u2018peace\u2019 and \u2018religion\u2019 in Sudan, and they have been one<br \/>\nof the front-runner organizations peddling the accusations of slavery<br \/>\nby the al-Bashir government, in particular, a highly contested and<br \/>\ncontroversial issue generally inflated and manipulated by<br \/>\nfundamentalist Jewish and Christian NGOs and missionary organizations,<br \/>\nlike Christian Solidarity International, Samaritan\u2019s Purse, Servant\u2019s<br \/>\nHeart, and Freedom Quest International, that operate in Sudan.<\/p>\n<p>\u201cRoger Winter was the chief logistic boss for [RPA] Tutsis as early<br \/>\nas mid-1990,\u201d says Ugandan human rights expert Remigius Kintu, \u201cand<br \/>\nuntil their victory in 1994 they were operating from 1,717<br \/>\nMassachusetts Avenue NW in Washington, D.C. Roger Winter told a [name<br \/>\ndeleted] South Sudanese exile at the time [1994]: \u2018I have now<br \/>\nstabilized Rwanda and will turn my full attention to Sudan.\u2019 Winter<br \/>\nsubsequently closed up shop in Rwanda and based himself in Kampala<br \/>\nworking on Sudan. A few years later, Darfur exploded and with Winter\u2019s<br \/>\nmanipulations, Rwanda was the first to send troops into that troubled<br \/>\narea. From my sources, the Rwanda Defense Forces [working under the<br \/>\nAfrican Union umbrella] have killed civilians and brought in their<br \/>\nmedia experts to pile the blame on Sudanese government troops.\u201d<\/p>\n<p>This is exactly what the Kagame and Museveni terror apparatus has<br \/>\ndone in Uganda, Rwanda and the Democratic Republic of Congo. Much of<br \/>\nthe terror operations of the UPDF\/RPF in Rwanda in the 1990s were<br \/>\ncovered up by Human Rights Watch experts Alison Des Forges (d. February<br \/>\n2009) and Timothy Longman, Associate Prof. of Africana Studies and<br \/>\nPolitical Science at Vassar College.<\/p>\n<p>Similarly, throughout the long war in south Sudan, and now in<br \/>\nDarfur, the atrocities committed by the U.S.-backed factions were\/are<br \/>\ndownplayed, dismissed or ignored, while those committed by competing<br \/>\nfactions are amplified and spotlighted. Also, following the pattern of<br \/>\nUPDF and RPA criminal activities \u2014 such as massacres committed under<br \/>\ndisguise and\/or attributed to the \u2018enemy\u2019 \u2014 for which there is now a<br \/>\nlong history of documentation, and given the lack of any true<br \/>\nindependent evaluation, there is no telling who actually committed the<br \/>\nmassacres always blamed on the GoS or \u2018Janjaweed\u2019 militias.<\/p>\n<p>One Sudanese professional from the south told me recently that it<br \/>\nwas not the Government of Sudan but rather the UPDF and SPLA who were<br \/>\narming the Janjaweed \u2014 the so-called Arab militias accused of wanton<br \/>\nkilling in an Arab-against-Black genocide. (This Arab-on-black genocide<br \/>\nhas been widely discredited.<\/p>\n<p>Professor Timothy Longman and Alison Des Forges co-produced the fat treatise on \u2018genocide\u2019 in Rwanda, <em>Leave None to Tell the Story<\/em>,<br \/>\npublished in 1999. Longman and Des Forges produced numerous documents,<br \/>\nbased on field investigations in Congo (Zaire), Rwanda and Burundi,<br \/>\nfrom 1995 to 2008, touted as independent and unbiased human rights<br \/>\nreports but always skewed by hidden interests. Both Longman and Des<br \/>\nForges had relationships with the U.S. Department of State, National<br \/>\nSecurity Council and Pentagon, both were regular consultants with<br \/>\nUSAID, and they certainly worked with Roger Winter, the Pentagon\u2019s<br \/>\nsecret weapon in Sudan. <\/p>\n<p>On 25 September 2008, a Ukrainian freighter was seized by \u2018pirates\u2019<br \/>\noff the coast of Somalia and was held until a ransom of $3.2 million<br \/>\nwas paid on 5 February 2009. (Somali fishermen disenfranchised by<br \/>\ninternational dumping of toxic [and possibly nuclear] wastes off<br \/>\nSomalia are labeled \u2018pirates\u2019 when they fight for their rights and<br \/>\nfreedoms.) The MV Faina is registered in Belize, owned by a company<br \/>\nregistered in Panama and piloted by Ukrainians. The MV Faina carried 33<br \/>\nSoviet T-72 battle tanks, grenade-launchers, anti-aircraft guns and<br \/>\nammunition en route to Mombassa, Kenya, the Pentagon\u2019s primary base on<br \/>\nthe east coast of Africa.<\/p>\n<p>The U.S. Navy\u2019s 5th Fleet monitored the Ukrainian ship during the<br \/>\nfour-month standoff, with the MV Faina pinned down by at least six U.S.<br \/>\nand four European warships. The ship\u2019s owner is Israeli national Vadim<br \/>\nAlperin (alias Vadim Oltrena Alperin), said to be a MOSSAD agent<br \/>\ninvolved with clandestine activities through offshore front companies<br \/>\nand money laundering. The ship was unloaded in Mombassa on February 12,<br \/>\nand the weapons are destined for Juba, South Sudan.<\/p>\n<p>There are reports that weaponry also included tank munitions heads<br \/>\nsporting deadly depleted uranium and that the final recipients are the<br \/>\nIsraeli-backed Justice and Equality Movement (JEM) \u2018rebels\u2019 in Darfur.<br \/>\nSudan has previously accused Israel of supporting \u2018rebels\u2019 in the<br \/>\nDarfur war.
