The Washington State Department of Transportation <br \/>(WSDOT) earlier this week chose a shopping center in Bellingham as the <a href=\"http:\/\/www.wsdot.wa.gov\/News\/2011\/12\/28_BellinghamEVcharging.htm\" target=\"_blank\">first location to break ground on the state\u2019s segment of the West Coast Electric Highway<\/a>, part of a 444-kilometer stretch of road along Interstate 5 between Washington\u2019s borders with Oregon and Canada.<\/p>\n<p>Bellingham will host the Electric Highway\u2019s first direct-current (DC) electric vehicle <a href=\"http:\/\/www.avinc.com\/plugin\/nl001\/refueling_made_practical_a_primer_in_level_1_2_and_3_charging\" target=\"_blank\">fast-charging station<\/a>,<\/p>\n<p> designed by AeroVironment Inc. to provide a 30-minute recharge for <br \/>all-electric vehicles. (AeroVironment has deployed fast-charging <br \/>stations in other locations nationwide, <a href=\"http:\/\/evsolutions.avinc.com\/news\/show\/aerovironment_completes_first_electric_vehicle_commercial_charging_station_\" target=\"_blank\">including Hawaii<\/a>, as have competitors <a href=\"http:\/\/www.ecotality.com\/pressreleases\/20111031_DC_Fast_Charger_Tennessee.pdf\" target=\"_blank\">such as ECOtality Inc.<\/a>)<br \/> The Bellingham charging station will also include a pedestal with a <br \/>220-volt alternate-current (AC) outlet that can recharge one plug-in <br \/>vehicle at a time at an intermediate rate of about two to eight hours, <br \/>depending on the size of the battery. (Currently, some U.S. homes have <br \/>220-volt AC outlets installed to power air conditioners and clothes <br \/>dryers. Most outlets supply 120-volt AC, which can charge e-cars at the <br \/>slowest \u201ctrickle\u201d rate.)<\/p>\n<p><\/p>\n<p>AeroVironment\u2019s Electric Highway work with the WSDOT is part of the <br \/>larger West Coast Green Highway, a three-state initiative to promote the<br \/> use of cleaner fuels along nearly 2,173 kilometers of I-5 from British <br \/>Columbia to Baja, California in Mexico. The U.S. Department of Energy is<br \/> also adding fast-charging stations along I-5 through its <a href=\"http:\/\/www.theevproject.com\/overview.php\" target=\"_blank\">EV Project<\/a>, a nationwide initiative managed by ECOtality.<\/p>\n<p><\/p>\n<p>In terms of the Electric Highway, the <a href=\"http:\/\/blogs.scientificamerican.com\/observations\/2011\/07\/13\/pacific-northwest-gets-more-fast-charge-juice-for-its-electric-highway\/\" target=\"_blank\">WSDOT awarded AeroVironment a $1 million contract in July<\/a> to outfit I-5 and U.S. Highway 2 with a network of at least nine fast-charging stations by November 30. The completion date <a href=\"http:\/\/www.businessinsider.com\/washington-electric-highway-2011-11#ixzz1hwRxQB4B\" target=\"_blank\">slipped to next year<\/a> as AeroVironment works out lease agreements for the charging locations.<\/p>\n<p><\/p>\n<p>AeroVironment plans to install six stations every 64 to 97 kilometers<br \/> along I-5 in shopping malls, fueling stations and restaurants with easy<br \/> access to the highway. Three more stations will be built along <a href=\"http:\/\/en.wikipedia.org\/wiki\/U.S._Route_2#Washington\" target=\"_blank\">U.S. Highway 2 to the north<\/a> and potentially two more along <a href=\"http:\/\/en.wikipedia.org\/wiki\/Interstate_90#Washington\" target=\"_blank\">Interstate 90, near Seattle<\/a>.<\/p>\n<p><\/p>\n<p>2012 will be a pivotal year for electric vehicles such as the Nissan <br \/>Leaf and plug-in electric hybrids such as the Chevy Volt. General Motors<br \/> had high hopes for the Volt in its first full year on the market, but <br \/>the company expects to miss its sales target of 10,000 cars in 2011, <br \/>coming up short by more than 3,800, <a href=\"http:\/\/www.bloomberg.com\/news\/2011-12-01\/chevrolet-volt-sales-rise-2-8-as-u-s-probes-gm-plug-in-hybrid.html\" target=\"_blank\">according to Bloomberg<\/a>.<br \/> Sales were stronger toward the end of the year. The company is <br \/>expanding its annual production to 60,000 vehicles starting next month, <br \/>even as the U.S. National Highway Traffic Safety Administration (NHTSA) <a href=\"http:\/\/blogs.scientificamerican.com\/observations\/2011\/11\/29\/could-chevy-volt-lithium-ion-battery-fires-burn-out-interest-in-evs-and-hybrids\/\" target=\"_blank\">investigates lithium-ion battery-pack fires<\/a><br \/> following tests designed to measure the vehicle\u2019s ability to protect <br \/>occupants from injury in a side collision. Neither Nissan nor Tesla <br \/>Motors\u2014both of which sell all-electric vehicles powered entirely by <br \/>lithium-ion batteries\u2014have reported any fires in either the LEAF or <br \/>Roadster, respectively.<\/p>\n<p><\/p>\n<p>Another important issue that remains unresolved heading into the new year\u2014<a href=\"http:\/\/www.scientificamerican.com\/article.cfm?id=fast-charging-electric-vehicle-standards\" target=\"_blank\">standards for electric-vehicle fast charging<\/a>.<br \/> In the U.S. the Society for Automotive Engineers (SAE) has approved the<br \/> J1772 standard that governs slow- to moderate-speed electric car <br \/>charging, and most electric car manufacturers have committed to using <br \/>J1772 moving forward. Fast-charging standards, however, remain <br \/>fragmented. Japanese carmakers Nissan and Mitsubishi have chosen a <br \/>fast-charging standard known as CHAdeMO and developed by a consortium of<br \/> Japanese companies even as the SAE sets to work on its own standard, <br \/>which won\u2019t be ready for the road for at least another year.<\/p>\n<p><\/p>\n<p>CHAdeMO may have <a href=\"http:\/\/www.scientificamerican.com\/article.cfm?id=fast-charging-electric-vehicle-standards&amp;page=2\" target=\"_blank\">some shortcomings<\/a><br \/> (it uses an older communication standard not expected to work well with<br \/> coming smart grid technologies), but it\u2019s the only game in town right <br \/>now and is catching on worldwide.
